Maybe pencil isn't the best eyeliner for you! Try liquid (the BEST liquid liners are the ones that kinda look like a pen: Stila Stay All Day 24 hr is my HG) or gel liner (I've heard that Bobbi Brown has the best.. or MAC). I don't use gel liner just because I never want to leave my precious Stila liner, but I've used it in the past and it's has great staying power. As far as where you get it, be weary of drugstore gel liners, I've found that some are dried out in the package. I think the L'Oreal HIP gel babies are good. Another thing to look out about gel is if it dries out on your lashline and flakes out. BUT its all trial and error... which sucks if you're on a limited budget like I am!

IMO, UD's 24/7 pencils aren't that great.
My eye pencil "holy grail" is Prestige Total Intensity. Roughly 1/3 the price of UD's 24/7 liners ($5.50 compared to $18), but with better pigmentation and better staying power. The only downside is it comes in only eight colours, but I don't mind so much, personally. (I have half the colours.)
Gel/cream eyeliner-wise, on the high end I've heard Bobbi Brown's and Clinique's are really good. Low end, L'Oreal (again, hearsay) or even e.l.f. (which I do have; $3 but it's quite nice). Personally, I apply this with an angle brush (EcoTools), but you could use a normal eyeliner brush, or even an artist's brush similar to an eyeliner brush.

Make sure you're not too greasy under your eyes or it could be pulling the eyeliner down. Lightly powder over undereye concealer (if you're wearing it) otherwise dust your bare skin if you're not putting product there. Maybe that's the problem?
If it's still not working you could try a gel/wet liner that dries completely? Presitige is a good, cheap eyeliner to try out if you're not sure about liquids. Smashbox has a great gel liner but I suggest investing in a good slanted brush if you're gonna try that one out or it can be hard to apply it neatly.

I use Avon glimmersticks and they don't give me any "droopage :P" They really do last all day, and they are super inexpensive. Maybe you should try to prime your eyelids, especially around your waterline so that when you put on your eyeliner and then set it, it won't begin to transfer anywhere you don't want it to.

I had the problem of wearing eyeliner (pencil) and it disappearing by the end of the day. But after using L'oreal infallible eye liner, it's been staying put. Very surprise.
I usually use concealer under my eye, the foundation, line it, then set with powder.
Then on my upper lash line I tend to use a gel liner...

Speaking of Loreal, skip the HiP eyeliners at all cost. However I like to use the silver one on my tear ducts. Just avoid using on your waterline.

i have the same problem and it sucks specially when im at work i have to constantly keep checking my liner for any bellow my eye working night time doesnt make it any better either im always yawning or rubbing my eye .....im still on the mission for the best liner or technique and ill get baq to you =)

DEFINITELY seal your eyeliner w/ a black eyeshadow - just dip your brush in some, and trace over your liner with it. The shadow will absorb any excess liquid and create a barrier for situations that may cause you to sweat or get oily.
Also, I would definitely suggest a gel liner for you. I use MAC blacktrack fluidline and I love that stuff. It takes a while getting adjusted to an a brush application, but once you figure out which brush is best for you, [bent angled brush, angled liner brush or a thin eyeliner brush] you'll never go back to using a pencil liner ever again. =)

You should try out a gel type liner or a good waterproof liner.
Bobbi Brown Gel Liner is great because you basically paint it on with an eyelinig brush. It's good for both waterlines and on top of the lid without any smudging!
As for a pencil-type liner, my HG is Chanel's Stylo Yeux Waterproof Eyeliner. It's a twist up liner that never, ever budges.
Other than that, if you're using a dark powder shadow to line your eyes, you use a saline solution (contact lens solution) to wet your brush before dipping into the shadow. This way, the shadow kind of "sticks" to your skin as it dries.

I agree that the Prestige Total Intensity liners are amazing. They stay better than the UD 24/7 and the MUFE Aqua eyes. using a gel liner would work well too, but make sure you get a good one. The Bobbi Brown ones are great. My favorite is the Estee Lauder Double Wear Stay in Place Gel Eyeliner. If you set it with shadow make sure it is a nice, finely-milled one.
