A good one I've tried before is mixing sugar and honey! It feels so cool on your lips and it tastes yummy if you get some in your mouth :p but because I'm lazy I usually just rub a damp cloth over my lips to remove dead skin.

Its not a lip scrub and I get pretty chapped lips so they may have better answers (lol) but I just brush them with my toothbrush every morning when I'm brushing my teeth!! Or elf has a really cheap one, I think its $3.

Also I've just made a super good lip balm out of beeswax, coconut oil, vitamin e oil and abit of 2 lipsticks to get the perfect colour tint I wanted =D.
