Well I'm going to be wearing a bb cream or a good tinted moisturizer if I can find one. Do I apply concealer before or after bb cream? Should I use my fingers or a brush to blend it in?

It doesn't really matter, there is no right answer although I prefer after because it provides a good coverage since the bb cream is already applied. For major flaws or blemishes though, apply bb cream before concealer. But for minor flaws and blemishes, apply concealer after bb cream.

Apply it after. Whatever works for you, I normally just use a brush. But if you use your fingers, use your ring finger because its softer on skin.

I prefer applying concealer after my bb cream application because I find it easier to blend. Just experiment!

I do it after I apply foundation but there's no right or wrong way.

There's no rule on the sequence of makeup, try it before and after and see which outcome you like best.
