Some of my eyeshadows are not very pigmented and are hard to blend. what can I do to make them more pigmented?

There really isn't anything you can do if that's how they're made. You can try putting a primer like NYX milk pencil on before your shadows or MACs soft Orche paint pot. If those don't work you may have to get new eyeshadow. Two cost effective brands are coastal scents and bh cosmetics.

Using a good primer and a white eyeliner base on your lid could help.

Sometimes it helps if you moist the brush before picking up the shadow. applying the eyeshadow wet often makes it more pigmented, but I don't know if it will last.
