I use black castor oil for my hair, I've got thick hair though, and my hair loves it. I don't wash mine out though, I mix it with grapeseed oil, jojoba oil, and a tea tree oil and it all goes in my hair after I moisturize (oil is a sealant so it helps keep moisture in). My hair is very soft and shiny after though. My hair is most likely a different texture then yours entirely so I don't really recommend not washing it out, but I bet you will see some improvement over time.
Now for the dry skin, as I've heard you aren't really supposed to keep oils like that on your face but I could be wrong, but I use shea butter for my skin and it lasts all day. I wash with african black soap and it helps a lot with acne.

Great oils for the skin include Sunflower, Jojoba, and Olive oils because they have an equal PH balance with the skin.
I have heard wonderful things about coconut oil with the hair.
