Exfoliate with a lip scrub, lush's are awesome or you can make your own. Nivea lip butters and burt's bees chapstick are awesome!

I love Lush sugar scrub! It exfoliates and encourages blood flow. You can also use a tooth brush. My favourite lip balm is the Nivea Hydrocare since it's so smooth x

You can just make a homemade lip scrub. Just mix brown sugar and olive oil. Then scrub your lips with it! It works great :)

Definitely exfoliate your lips. Brown Sugar + Olive Oil is an recipe to mix up. Moisturize your lips, I love Nivea's honey & milk lip balm. Also stay hydrated! :)

C.o biglow from bath and body works! Its a little expensive but the bottle usually lasts me a good amount of time and my lips are super soft :)

I just use a toothbrush and scrub my lips and before you ask yes it should feel tingly and then I just pat it dry and put on chapstick (normally my eos but I have to get a new one so right now I'm using strawberry ChapStick)
