What you need is to find a good cleanser, toner, moisturizer, and primer. All of those things will help control the oiliness

My bff bought, Clinique matt or something like that and it was sooo good! It really covered and made her skin soft and non-shiny/oliy

Clinique has this gel moisterizer, which is really good for oily skin.
