I was on YouTube and found it. Its like the sock curls but instead you just use regular paper and wrap them around it and tie the ends of the paper together.

They are just when you don't want to use heat on your hair and want curls so some people use socks and wrap the hair around them and tie the ends and leave them until the dry and it usually makes bigger curls
