Try using a peach color corrector, it will counteract dark circles & dark spots. Mac, Bobbi Brown, & Make Up Forever have amazing correctors :)

Use something with a peach/salmon colour. This will counteract the bluish-black circles and the colour will be neutral. From there, a layer of foundation sponged, stippled or patted on will cover it much better than smearing concealer over it.
