It looks like ombré with whatever colors are desired for the background, then white specks and starts over top with a slight glitter top coat.

Looks like they painted the nails black then sponged the colours then just little white dots with a toothpick and dotter then lines for detail.

I have a picture of galaxy nails on my profile. What I did was paint all nails the darkest color, them with a makeup sponge just apply the lighter colors randomly, using a dotting tool or bobby pin apply random dots (:
