Gel...and if on a budget I would go with Maybelline. If willing to splurge I would go for Bobbi Brown gel liners.

I agree with Emma B. I swear by my Maybelline gel eyeliner. It's not too pricey either. I've gone through my second one. Having said that, for definition and a sharp look I use liquid liner on top afterwards. Gel eyeliner can also be used on the waterline but you can't do that with liquid liner.. Or you could but it would get messy. Hope that helps. :)

It all comes down to personal preference. On a budget steer clear Of Lancôme lol. Also as you are a beginner I would suggest the pen style liner, it's the easiest to apply, most cheaper brands do them, I know l'oreal does. Just shop about and price them and have a look at the applicator part before you buy and judge what you feel would be easiest for you

In my.opinion Urban Decay 24/7, but found a dupe for only 1.99 at Walgreens. Jordana 12 hour. They're usually by register. MAC Fluidline in Blacktrack is also one of my go tos.

My favorite pencil is Sephora's retractable pencil, my favorite liquid liner is either Kat Von D Tattoo Liner or Lorac Pro Liner. Gel liner I've only tried M.A.C Blacktrack.

Flower by Drew Barrymore makes a nice pencil liner- it's called "easy on the eyes". Very reasonably priced and it's self sharpening and retractable.
And don't forget, you can turn any eye shadow into liner with an angle brush (MAC 266 is my fave) and water. Have fun :)

My favorite is the Physicians Formula Eye Booster 2-in-1 Lash Boosting Eyeliner + Serum, it is a fantastic liquid liner. It has a brush tip that makes application smooth and easy.

I have a L'Oreal eyeliner with a felt tip. I like it a lot: easy to handle, thin line, not very expensive.
