I have the same color contacts and I used a powder blue eyeshadow and lined my eyes with a white eyeliner underneath

Lilac! It sounds strange, but I put lilac liner with eyeshadow over the top and then in the outer corners I used black and my eyes really stood out! x

I agree with most girls a nice eyeshadow of any colour can enchance blue eyes maybe there are special palettes you can get for blue eyes nyc do a nice one,and for high end apparently mac do ones for certain eye colours :)
