Anything that say oil free are good makeup for oily skin, also milk of magnesia works wonders for oily skin, I use it everyday as a primer also.

Use masks to prevent the oil clogging up/causing acne. Try honey and cinnamon or aspirin and water.
For makeup, use something oil free w a matte finish, or a skin finish and an oil control powder.

I have super oily skin... I use milk of magnesia as a primer and its ligit amazing for controlling oil... then if I wear foundation I use the Revlon Colorstay whipped, its medium to full coverage and I find that it keeps my face oil free a lot throught the day, I also set it with maybelline dream matte powder... And a girl with oily skin MUST have oil blotting sheets its a must!!

I forgot to mention Covergirl 3 in 1 ($12). That one and Estee Lauder ($45) are my top picks.
Out of the powders, Neutrogena ($8-$10) and BareMinerals ($35) worked the best.

I think to some extent finding the best foundation for oily skin is trial and error. You can go to the department store and ask for a small tester and they'll give you something to try out so you don't have to spend lots of money before-hand.
For the cheaper option end I'd say Revlon and Maybelline are constantly mentioned as good brands to try. On the more expensive end, there is Nars Sheer Matt which gets 5/5 from amazon.com rating which is pretty rare to get everyone so satisfied.

There are quite a few more brands that could help - and other things such as best make-up for oily skin and best cleansers for oily skin. I've had oily skin for over 20 years so I've been through a few products so far :)
