Hi, I live in the UK and may be able to help. There are a few really good cleansers out there. You could start with anything by Cetaphil as it's fairly cheap and I think can be brought in some places like Boots. A lot of people have good results clearing up skin with Cetaphil. This will get rid of your make-up too so you can cleanse and remove make-up at the same time. In terms of moistursing you could try Garnier Skin Naturals Pure Sebum. This is just £2 on amazon right now! I have a heap of other things on my website http:///www.oilyskinguide.com you could look at too, it's easy to sort the tables by cost so you can see which products would be cheapest for you but with the best user ratings.
Lastly, I'd say if you had the money Dermalogica Dermal Clay Cleanser works very well on clearing up spots and also La Roche-Posay Effaclar Purifying Foaming Gel. This is great too but both are more expensive so you might want to start with Cetaphil first of all and see how you get on. Good luck!
