What is the best eyeshadow primer
Out there. I have used NYX, Urban decay, Elf and even when wearing the primer I still get creases on my eyeshadow :(
What can I use or is it the brush or even brand of eyeshadow that's not working for me?

Try Too Faced Shadow Insurance. I use it every day and I love it. The tube lasts forever too.

TFSI and I are best buddies.
I even just posted a review on it -

Eyeshadows can sometimes be a problem as well.

Make sure you aren't putting on too much primer. First time I primed my lids, I had so much on that my eyeshadow got totally caked onto my lids, creased horribly, and ended up coming off within the hour. I've been using the Too Faced one for a few months because I felt the UD one made my eye area a bit flaky, and I also like the Tarte 360. Get some samples if you can and see what ends up working best for your skin.

I've used UR primer potion and NYX HD primer and never suffer of any creasing...
probably you are applying too much product on your lids as COURTNEY B said.
I got really dry skin and even my eyelids so I apply the smallest amount of primer and blend with my finger, because when I use a brush to blend the primer get patchy, but yeah try putting less primer like a rice size dot and spread it very weel over your eyelid and hope it'll make the creasing go away.

Which elf did you use?
I love the primer & liner sealer one that goes on like stick concealer

I'd say you should buy two primers- E.L.F's eyelid primer will help prolong wear time for a nice price point ($1-3!) so that is definitely a good one for everyday use. However, if you're going to be out to an event or doing a look requiring bright, vivid colors, then I would suggest Too-Faced Shadow Insurance. UD Primer Potion just.. didn't go well with me. It was way too thick and just did nothing for the vibrancy of my makeup.
With TFSI a little should go a long way - squeeze three pinpricks' worth onto each lid in the shape of a triangle, then just blend. You should have enough to cover the whole up up to the browbone and maybe some extra to blend along the lower lashline.

Try MAC Paintpots. I have oily eyelids and this never creases on me.
