Hi Sandy,
I would recommend a specific product by Trish McEvoy called Beta Pads. http://www.trishmcevoy.com/c-47-exfoliate.aspx They are awesome because they radically improve your skin's texture and tone, keep your pores clean, and will not dry you out---helping with the dry patches and combating against any excessive oiliness.
Next, for your dark circles, you have to address if they are due to hereditary factors or lifestyle factors. Hereditary-based darkness around the eye area is nearly impossible to correct ;however if you are not getting enough sleep, drinking enough water, or have bad allergies, using something with caffeine---usually a gel-based eye cream with absorb quickly and instantly refresh the eye area. There are tons of them on the market.
As for your garnier brightener you are currently using, I would highly encourage you to couple that with a great exfoliator that does not contain granules as well as a really good SPF in the daytime.
