Ahh Whiteheads Or What?

Guys, Ive recently been spotting these tiny white spots under my eyes and on my upper cheek bones!
They've been making my skin look rough for weeks. Also I've been using exfoliater on them, will this work?
What are they and how do i get rid of them pretty quickly?

They might be milkheads, I think that's what they're called. If that's what you have. Is it just spots or are they kind of like small pimples?

If they're just like discoloration, then they're not milkheads lol.
My mom says that those spots come from malnutrition, like eating only junkfood or purposely starving yourself.
