If you are inexperienced, please see a professional! There are so many factors that go into hair color and it can lead to way more problems if you try to do it yourself.

I'm a pro, and that definitely does not look blonde to me. I would recommend to see a pro, but in case you cannot see a pro, apply your color to your lighter hair first, wait about 10-15 minutes, and then apply it on the rest of your hair for about the same time (10-15) minutes. Now if you are going to do this yourself, DO NOT, I repeat, DO NOT, use drugstore color such as, garnier, revlon, nice n easy, pretty much do not use any hair dye that you can find a cvs, walmart, etc. go to the nearest beauty supply store (most likely sally's) and use professional colors.
