I guess everyone is different because I cleanse then exfoliate. I use to apply concealer right after foundation but now I apply a tiny bit before foundation and then when I'm done with all of my makeup (except for anything underneath the eyes like eyeliner which I don't always do) I apply a full coverage amount of concealer. Only because while I'm doing my makeup I tend to squint and it creases my concealer

I read that you should do foundation first then concealer because if you do the opposite then you will push the concealer from the spot you wanted it on when doing your foundation. also when you do your foundation first you can see where you need the concealer. exfoliate cleanse.

I usually do foundation first, but lately I've been doing concealer first just because it's a little too dark for my skin tone and the foundation evens it out.
I cleanse my skin first to get rid of most of the dirt and stuff, then exfoliate to get rid of the dead skin and deeper dirt and stuff.

Technically it's supposed to be foundation, then concealer.
the name says it all, foundation in the foundation of your makeup, & what you build up on. concealer is meant to conceal any blemishes or imperfections that still show through your foundation. you also don't want to apply too much & end yo looking cakey.
however, when I have a blemish that's particularly annoying & hard to cover, I'll apply a little bit of concealer to it, then foundation & more concealer. it really depends on the coverage you're looking for (:

Foundation then concealer because the foundation will cover up most of the blemishes and discoloration, and then you can use a bit of concealer on really obvious areas.
if you have really oily skins, cleanse and then exfoliate
because I have normal/dry skin, I just skip the cleanser and do the exfoliating :)
