Use a hydrating eye cream to help with the dryness, for dark circles using a yellow concealer then one closer to your skin tone will do the trick.

I would say use an eye corrector first before concealer. An eye corrector neutralizes the pigmentation issues under eyes. And it avoids you putting too much of concealer. Try Bobbi Brown eye correctors. They're amazing.

Now for dry skin around eyes, I use an eye cream. I like my Shiseido White Lucent eye cream. I use it day and night.
