It may sound cheap but for me it really works is Jordana! You can get it at Walgreens and Walmart get the one that you roll and the formula works great. I was having the same problem

The Maybelline Lasting Drama by EyeStudio Gel Eyeliner WILL STAY on anyone's water line! You should definitely try it out by dipping any eyeliner pencil in it (as MakeupGeek suggests) or by using a brush.

Stila Onyx, Lorac 3 in 1 waterproof, Sephora waterproof, Urban Decay Perversion, Milani Liquif'eye, these are all the black eyeliners i've used for my water line.
