I'd wear a tight black crop top, tank top, or long sleeved t shirt, and then put the plaid shirt over it and leave it unbuttoned.

I wear the skirt and a black vest top, and I button the shirt right up and tuck into my skirt and pull out, so its loose but still tucked in.
Or, wear a black vest top and tuck into the skirt and leave the shirt unbuttoned and out:)
