Tap your brushes before applying. Or do your eyes before foundation and clean up fall off with the pre-wet face wipes.

The easiest way is to apply your foundation/concealer after your eyeshadow has been applied, that way you can use a wipe to clean it right off. If you don't like that method you can apply a bit of loose powder under your eyes to catch the fall out, and then you can sweep that away with a fluffy brush when you are finished. You can also wipe it away with a wipe, and then apply your concealer! There are many ways! Also try tapping your brush of excess shadow before you apply! :) Good luck!!
