It helps it gives lighter coveragei think then if you would use a brush but it also depends on the foundation you use for a flawless dewy finish.

Urban Decay Naked is good and so is Too Faced. Its kind of hard to find the right finish depending on your skin type, so do research on sephora or ulta on which would be the best for dry, oily, combo skin; and then try samples first. Nyx Cosmetics also has a Dewy Setting Spray. Also using a highlighter (Urban Decay or Nars) will help achieve that dewy finish you're looking for. I recommend using a brush (sephora pro airbrush) and moisturizing then priming (smashbox, bare minerals, rimmel london, hard candy) before applying foundation
