Hmmm to get those kinda colours you will most likely need to bleach your hair, I'd suggest you go to a salon.

Yeah, I'd go to a professional for colours like that. I wouldn't risk doing it myself, if that's what you were wanting to do.

You should have a pro slowly lighten your hair. Like 1 to 2 shades lighter only each time you color leaving weeks between for your hair to heal up and rest a bit. Keep doing this slowly until you can safely get it to a pale blonde color. Then they can apply a semi permanent color in a pastel mint color. I would suggest to the stylist to use pravana vivids they have a whole line of pastels to choose from. It seems like you value the health of your hair so patience is going to be key to maintaining it.

You will have to lighten your hair a lot, especially if you want that light pastel mint color. The yellow you won't need as much lightening but you'll definitely need to be blonde. What I did the first time I dyed my hair bright I got it bleached professionally and then went home and dyed it with special effects hair dye. If you do this and use a veggie dye like manic panic, pravana, pinky colors, special effects, etc, to get the mint or any pastel color only use like a spoonful or two of dye, and mix with about a half bottle of conditioner depending on your hair length. That way it's not super saturated but you still get the color. I'd suggest looking at Brittany balyn on YouTube. She goes pastel colors a lot and films her process.
