Avoid powder. When I hit 30, my skin decided powder was evil. It gunks up in lines & pores, and just looks dreadful.
Also, use the least amount of foundation possible. Use the least amount of everything possible. Less is definitely more as we get older (another thing I've learned. =p)
And prime, prime, prime!
Oh, and what works on a 20 year old will not work on a 40/50 year old, especially as far as foundation/concealer/etc is concerned.
Here's what I do for my face: primer on eyes and face. Right now I'm using MAC prep&prime, but unless the BB is awesome (coming 10/18) I'll be going back to smashbox for my face primer. I do like their shadow primwr the best though. I was unimpressed with Urban Decay and benefit.
After priming, I use MAC tinted moisturizer all over. I like it because it has a lot of tint. It's really like a super moisturizing light cover foundation. Then I add Studio Tech (applied with #188) to the areas that need more coverage. I set with Urban Decay all Nighter. No powder. Ever.
Of course my skin is unbelievably dry, so your mom might be able to get away with a smidgen of a good fine setting powder (like MUFE HD).

A BB cream (Or something moisturizing) would be a better alternative?
Any tips for under concealer?

BB would be a good option, especially a real BB from Asia. American ones are meh. Missha M perfect cover is really good and comes in a few different shades. The only downside is it needs a powder to set or it is way too dewy for my taste. It would definitely be worth looking into though. Moisture is key on older skin, which is why I love my MAC tinted moisturizer.
For under eye, you want to use something liquid or really creamy so it doesn't settle in lines. If mom has dark circles, get Bobbi Brown corrector (amazing stuff). For regular under eye I hear great things about YSL touché éclat. Ive not tried it myself because the lightest shade isn't fair enough for me, but it's supposed to be fantastic. Since its liquid, it should be great for someone older.
