I've always been bad at eyeliner and need help with liquid pencil and powder! Please help! I look almost gothic with it on!

have you tried gel pot eyeliner? I found that its easier to apply than liquid and stays for long too

My only advice is to practice and watch tutorials. Most makeup tutorials that involve eye makeup also involve eyeliner. Just watch whatever guru you like and see how they put their eyeliner on. When you have nothing to do, just practice on yourself.
I've also found that besides for practice, with pencils and powders, it's best to try to apply your eyeliner almost on your lash line. It helps to achieve a very thin line. Also, you want to create a thin line with your liner then gradually thicken it. If you try to create a thick line on your first go, most likely it'll end up too thick or both of your eyes won't match very well.

Practice is key. I would suggest trying a gel/cream eyeliner. Pen style eyeliners are great too.

I reccomend if you are starting out with liquid liners i would use NYX's "The Curve" :)

Well for applying pencil on the tight line i would reccomend getting a cotton swab and putting the handle up to your lashes and pushing back and just focus in on the mirror (also keep your mouth open it stops you from crying) and just line the tight line. For the water line the same but use the cotton ball and lightly pull under the eye and line. For liquid liner I would start with NYX the curve it is very easy, or a felt tipped liner I feel works best!
