Try a dark spot corrector. I'm sure peels will help you also because they gently take off dead layers of skin. And exfoliate.

This sounds like Tinea Versicolor its a fungus that usually only shows in warmer weather when you tan , it is not harmful or contagious, but the sun can not tan the part of the skin with the fungus an only tans your regular skin leaving you with light spots you do not wanna use a skin lightner on this I would advise you to see a derm or doctor they can give you a cream for it ,When your tan goes away you really won't be able to see them again so don't worry but you should always where sun block an reapply every 3 to 4 hrs if your going to be in the sun.
