Can I drink my green tea and then use the tea bag on face after a night in the freezer? or its not going to do anything?

I heard it will. It'll help redness and irritation and soothe your skin. You can put them under your eyes too.

Or is it better to use the tea itself as a toner instead of drinking it? ( the only thing I'm asking for is if its effective even though I drank the tea and used the tea bag afterwards)
