A cleanser would be better a toners purpose is more to even out skin tone and help products penetrate better...a milk cleanser is good for removing makeup.

A toner is used to restore your skins ph balance after washing your face as well as cleaning anything left that your cleanser might have missed. might try using a cream cleanser to remove makeup :)

Salma hayek nuance makeup remover is amazing it has rosewater and cucumber & removes waterproof makeup also :)

Devyani use dabur almond oil on a cotton pad and swipe off yoour makeup and then wash it off with a cleanser. then take the toner and go over your face again all the oil and remaining dirt will come off. toner will close the pores and even out the skin tone

Yes don't think a toner would remove makeup like a cleanser would. Maybe try makeup remover wipes, or I use ponds cold cream to remove my eye makeup.

I use face wipes to remove the bulk of my make up then use Simple cleanser followed by their toner and it leaves you skin feeling lovely amd totally make up free, plus its great if you have sensitive skin.
