Personally I'd use foundation for covering up because bb cream is more for discolourations and to give your skin some colour

For my redness on my face I use a green concealer before I put on foundation. A lot of foundation don't cover my redness for me. Hope that helps

Honestly BB creams don't have an extreme amount of coverage. I would recommend foundation to cover the scars. But a great one that I use is the Garnier Skin Renew BB Cream. It's evens out your skin and gives it some color. Its the best one I've tried. But definitely doesn't have enough coverage that a foundation would have.
