Try simply straightening it and applying a frizz serum. I suggest only doing this for special events. Excessive heat will cause damage to her hair which will backfire later in her years!

Use conditioner on the ends after shampooing!!
When she gets out of the shower comb it straight!

Try a product called Potion #9 Its made by Sebastian. Apply it to her hair while its wet then style as usual. (air dry, blow dry whatever she normally does to her hair. I had dry frizzy hair and have been using this for years. it works wonders and help keep your hair smooth and soft instead of dry and brittle. For special occasions I would recommend straightening it or using a curling iron.

Try to avoid heat as much as possible. She's still young, let her decide when she wants to go that route. I suggest using a hair mask as her hair is probably screaming for moisture. That is what creates frizz...lack of moisture. And I second on that Sebastian Potion #9. That stuff is a gem. Phyto also has a similar product which is bontanical based but also contains nutrients to calm and moisturize the hair.

Suave makes a dupe of a really expensive Keratin system. it has a shampoo, conditioner and a smoothing lotion and serum. for the whole set it is about 12 dollars. She doesn't need to torture her hair, she needs to find things that enhance the natural texture.

Have her only brush her hair in the shower and then apply Moroccan oil and let it air dry. I'm fairly certain she has curly hair like I do because my hair used to look like this before I knew how to care for it!

^ Don't have her brush her hair in the shower. Your hair is very fragile when wet and her hair will end up being an even frizzier broken off mess. If you have to brush your hair when wet, be very gentle and use a pick or wide tooth comb. That goes for anyone.
But honestly, I wouldn't use a cheap drug store shampoo and conditioner on her hair. Get a decent moisturizing shampoo, conditioner, hair mask, and a good hair oil from a salon or beauty supply. Use the hair mask as often as needed. Apply the oil when wet and blow dry with a round brush. Be careful how you blow dry. Always blow dry downward towards the ends. Otherwise you create more frizz.

And if it's too thick she might need it thinned by a hairdresser. If what I said in my previous comment doesn't work, try having it thinned. Also, that potion 9 stuff is nice.

Does she brush it? If it's curly or wavy don't encourage her to brush it, just get her to put some leave-in conditioner (I recommend pro naturals argan oil) on damp hair and have her comb it with a wide tooth comb, then leave to air dry. It should de-poof her hair.
