I would go with simple make-up and not a lot of it. it's a nice dress, great color and it's summer. black mascara, black eyeliner/pencil and a bit of blue eye shadow (in different colors but max 3).

Use a stain on your lips a shade or two darker than your natural lip and then do a plain eye with just mascara (eyeliner is optional). Do whatever concealer/foundation combination you usually use and have fun!

I would do champagne cream shadow with hints of teal or the same color as your dress and then I would compliment with a creamy peachy pink lip color.
