Sometimes it's genetic and there's not much you can do to get rid of them! Mine are impossible to get rid off, but to hide them a bit, in the morning I use either cold used tea bags under my eyes for a few minutes, or if I have time I use some mashed avocado for a few minutes. Cold spoons will decrease puffiness and help circulation, which might be the cause of your bags!
