I know about warm and cool tones but I am still a bit confused. Do you match your skin to the tone or do you use the opposite to balance it out?
I think I'm cool toned but can't be sure so do I use a Warm/neutral/cool tone foundation?

You want to use a foundation that is specific to your tone (cool, warm, neutral). If you are not sure what tone you are you are probably neutral. Or you can also go ask a makeup professional and they will know for sure.

There are many ways to test but I'm going to tell you the two easiest ways.
Stand near an open window and make a fist and notice your veins and their color.
Mostly blue = cool tones
Mostly green = warm tones
Green and blue = neutral tones
The other way to figure this out is think of which color looks best on you, gold or silver?
Gold = warm toned
Silver = cool toned
