In my experience that happens when you go from shaving to waxing. When you shave the hair follicles become thicker and more difficult to come out. You should do either waxing or shaving don't interchange.

Rema said it all. Your hair grows out thicker and coarse when you shave. When you wax, it grows back finer because it's been pulled out from the root.

I actually have been waxing at a salon for five years, the red dots are completely normal. It's from damaging the hair follicle by ripping out the hair. To reduce the red dots, after waxing ask for no oil it cream, and have a Luke warm shower or bath. Cold water closes all hair follicles, and when they are closed no bacteria can go in it (what cause the red dots) than moisturize 24 hours afterwards and that red dots so go away.
