I've always ha trouble with it too. there is really no technique just keep practicing & you'll get way better. keep it pretty thin a first. tug on your eye a little bit if you need to...it isnt good but it helps me. not too hard though.

Try a felt tip liner they are much easier to apply as you can control them better :)

Make little dashes across your lashline then connect them. Its easier than doing it all in one go.

When I was younger and less experienced at applying eyeliner, I usually found it harder to apply it to the bottom lash line. I'd apply it imperfectly across the lash line, and swipe under the line to clean up mistakes and make it thinner with a qtip and make up remover. It turned out awesome every time. More work, but another way.
