I just got the Urban Decay Cannonball mascara (today actually hahaha) and I think it lengthens quite well without being clumpy or weighing my lashes down! It has fibers in it and it still feels really soft, even though it is waterproof (I think haha) I don't know how much it is since I got it as a gift but so far I really really like it!!

Revlon Grow luscious offers both volume and length. It's one of my favorite drugstore mascaras! Maybelline great lash is decent, but not my favorite. I've heard some good things about Elf mascara but I've never tried one myself.

Covergirl Lash Blast Length! It extends all your lashes and reaches all of them. Very inexpensive as well :)
