Does everyone use concealer under their foundation? Is it necessary? 

I use it over my tinted moisturizer.

Really, NOTHING is necessary in makeup.... I mean, like. You don't need to put on concealer if you don't need the extra coverage. If you feel you need it and want to conceal, great. If you feel you don't need it, then don't worry about it.

It all depends on you. If you don't have dark circles or anything, then you can skip out. Personally, I have awful dark circles so I have to use concealer.

I never wear concealer, I personally feel like its pointless but then again I dont really have dark circles under my eyes or anything like that so I have no purpose for it.

I wear concealer over my foundation since I use a med-coverage foundation. Plus I highlight & contour with concealers, so it's a must for me. ^_^

I use a dark circle corrector under my foundation, then a highlighter over. It really depends on if you need it or not.

I know a lot of people that don't think they should use concealer because the lighting in their bedroom/wherever they apply their makeup is not as harsh as daylight or fluorescent lighting that they may be under when they leave the house and they dont notice their 'imperfections'. So I recommend you look at yourself under outdoor lighting or somehow open some blinds/incorporate sunlight when applying your makeup because you may have uneven skin color or undereye circles (I assume blemishes are obvious but I'd advice to treat them rather than suffocate them with concealer).  

I would suggest to use a corrector under the foundation, if you have something to cover up that need an extra, but nothing in makeup is necessary unless you want it.
I prefer to do concealer after foundation, but only if I need it, when I don't sleep well and I got really bad under eye circles...
also some people like to highlite under the eyes is all what you like or not, just make sure to blend well and do thin coats of whatever you are doing, remember the skin under the eyes is very thin so applying a lot of products would end up looking cakey.
