Makeup academy (MUA) has wonderful palettes with pigmented, super blendable shades. I use their Undress Me Too palette, and if I had found that first, I would never have bought anything else! They're only about £4, too, or $7.50 :)

NYX has really nice palettes in a lot of shades. They are really inexpensive and a good quality.

The Naked palettes are out of the price range you are looking for, I would suggest Bhcosmetics they have tons of palettes for very cheap prices and the color payoffs are super pigmented and have options for matte and shimmer eyeshadows.

Urban Decay's ammo palette! I don't have a naked palette and this palette is the reason, I think. It has some of the best neutral shades as well as some colors like a light blue, a lilac, a magenta/plum, a mossy green, a white and a black. I believe it's $38 so it's a bit closer to $40 but I got mine last year in April for my birthday and I use it at least once a week still. They just re-released it as well so it now has all the same colors but in UD's new formula.

The Lorac Pro Palette is out of the price range you mentioned but honestly it's worth the money. And in my opinion better than either of the naked palettes. You could try any of the Too Faced Palettes, I wanna say those are like $32-36.
They come in some gorgeous colors. They aren't as good of quality but Costal Scents seem to be popular and cheap. NYX has some decent palettes too.
