When I wax my eyebrows these little red bumps come out and sometimes turn white.

That used to happen to me I think it's an allergic reaction because not everyone gets it. I would try threading no bumps :)

Or an allergic reaction indeed, or may try to buy some special after waxing cream, it calms skin and clean all the wax from skin so that it won't block pores. I don't know what do you use, but the wax stripes I use have in the box a big pocket of this kind of cream.

It appears after you wax but after about an hour, it should be gone. If it isn't then contact your doctor.

This is your skin's reaction to hair removal. After you've waxed or threaded (threading might make it less sensitive) dab a little extra virgin olive oil on your brows with a cotton ball (don't use your hands). olive oil has certain properties that reduce redness in the skin and should help.

I use 'ELEA', and btw they are hypoallergenic, just don't sure you'll find them in Usa.
