What is the Primer Potion for?

When I watch makeup videos they always apply the Urban Decay Primer Potion and I have no idea what it does! will someone explain please.

I've seen people use them for an eyeshadow primer.

It's an eyeshadow primer-basically it is applied to the eyelids before eyeshadow to make it last longer and make the colors more vibrant :) xo
