Up do. I think if your hair is long and wavy it will look like its competing with the dress, which is gorgeous by the way! Maybe pale gold eyeshadow long black lashes neutral everything else.

Definitely an updo. Your dress is already bold, and if your hair is down and wavy, it will be too many "waves". Just a simple updo, because your main attraction will be your dress. Make sure you balance your look - if you're wearing statement clothes, tone down hair & make up.
