I'm very fair so it can be tough to find a bronzer that looks natural on my skin. For now I just use blush for more colour and contour. :)

I would say both! And my favorites would be nyc matte bronzed its really good and super cheap! And wet n wild heather silk blush really cheap and a beautiful pink for summer!

NYC has bronzers and blushes for about $4-$5 at Walmart/drugstores. They have great pigment and a good range of colours. It doesn't matter when you wear them, just always use a light hand! :)

It doesn't really matter, a peachy coloured blush could kind of do both. For blush I recommend any by Bourjois or sleek. :)

I sometimes do both (because I don't like tanning that much, I'm asian), but most of the time, I opt for blush, especially a peach-colored ones (try: MAC Peachykeen or NARS Deep Throat, I like the NARS one better actually :D hehe)
