Think about it this way, foundation mimics skin and blush mimics blood, if you apply foundation and your face looks colourless and a bit dull, then add a bit of blush. :)

Yes... I have really naturally pink cheeks and just apply a green tone correcting powder over your cheeks and then apply a very faint yet beautiful blush over!! :)
