I don't know why but my make up will not go on well at the bottom of my cheeks could it be from my new facewash I think its giving me dry skin please help:)

If your skin is dry it can cause dry patches and makeup can tend to seem clumpy or bumpy on the skin. Make sure you moisturize after. A new face wash can cause that... Maybe try your old one or find one that will moisturize your skin :)
