I can't apply foundation without the flaky, dry skin showing up even more!! Any help on how to make my skin super soft??

You could just need to exfoliate to get rid of the flakes, only do it twice a week. Also using a rich moisturizer and letting it absorb for 5-10 minutes before applying foundation. It could be the formula of the foundation, try one aimed more for dry skin, also using night cream helps your skin stay nice and soft, vitamin e lotion is a miracle worker!

Pretty much everything Brittany said. I use shea butter to moisturize with as it stays on all day with no problems at all and keeps my face super moisturized. I mixed it with some coconut oil, grapeseed oil, and sesame seed oil and well, there's not a dry spot on my body. Even my lips are moisturized all day.

Erin and Brittany are right, but it also depends how you apply your foundation. Don't use a brush with circular motions, that is a form of microexfoliation and will bring more flakes. Try using a flat foundation brush, or a beauty blender.

Actually I found that using a formula made for more sensitive skin like the Urban Decay Nearly Naked and a really light hand with a flat head round brush and circular motions doesn't make my own dry skin act up. You might want to change your moisturizer too if your current still leaves you flaking by the end of the day. If you're super sensitive like me, go for products that are as natural as possible. Agreed about anything with vitamin e, you can even apply oil of it directly, but be very sparing, and wash off excess.

I was having the same issue during the winter months... what I did is quite similar to what erin does..except I slept with olive oil on my face and wash my face less cause my natural oils had to rebuild.
