I would shape them first, and a bit of eyeshadow on an angled brush would look best, maybe with a small bit if pencil ran through too.

Definitely need shaping first. Use tweezers or an eyebrow razor. Be sure to not make then extremely thin. Comb them into place with an eyebrow comb, (most are dual-ended). Angled brush, eyebrow powder one shade lighter than the hair on your head. Don't pile it on. Most attractive brows are slightly squared off in the beginning of the brow, however be sure that the inner portion is applied lighter than the rest of the brow. You can spray hairspray on your finger and dab it on your brows to keep them in the shape you desire. Good luck.
