Dry, sensitive skin :-( Help!

I have super dry skin on my forehead and also really sore dry and chapped lips! My skin is really sensitive as I have eczema. Can anyone recommend a good cleanser that won't irritate my skin, and any moisturizers that really work to sort out dry skin!

I was thinking of purchasing Liz Earle's Cleanse and Polish - what do you guys think? and I'm looking at getting Benefit Total Moisture Face Cream. Does anyone know if this is any good at sorting out dry skin?
