I've been to dermatologists who prescribed me dicyclin (can't remember spell it). I started getting nauseous from it, so I stopped using it. benzoyl peroxide or salicylic acid seems to break me out even more! I'm currently using Clean N Clear (morning) and DG renewal age foaming cleanser (use it for night). I have red bumps on my nose that are hard not to spot. I can't spend too much money, so please help me. I'm also not sure about my skin type. There are some dry spells, but I'm very acne prone and when I use Ponds moisturizer I look super greasy. I would also appreciate tips on pigments from scars.

It's highly unlikely that a well formulated SA or BP product would actually make your acne worse unless you are allergic to those ingredients, or the formula just isn't good for your skin type. Unfortunately there's a plethora of bad products on the market, some by companies that should know better.
Acne is not only a matter of having bacteria in your skin, because the p. acnes bacteria lives in all human skin, but not everybody has visible acne. Inflammation and irritation are huge factors, as is sun damage, which impairs your skin's ability to function properly on all levels.
A cleanser will not and cannot solve your acne on its own, and you absolutely must take measures to not only treat your acne, but to prevent it by making sure your skin is healthy.
My best advice with cleansers is to stop bothering with medicated ones. The ones with salicylic acid aren't on long enough to work, nor are they often at the correct ph to exfoliate to begin with. Benzoyl peroxide needs at least 10-15 minutes to really work its magic, so again it's best suited for leave on products and masks.
My guess is that your skin is oily or combination, but dehydrated, which will trigger more oil production and make acne worse.
In this case I would recommend my staple cleanser, which is the Olay Gentle Clean cleanser. If you can't find it in your local drugstore, it's widely available online. Foams well but isn't drying, and has a safe ph for your skin. If you wear makeup, use makeup remover prior to cleansing.
Next you should absolutely have an exfoliant. At the risk of sending you to get something you think your skin doesn't like, I wholeheartedly recommend the salicylic acid products by Paula's Choice. Well formulated products with this ingredient are hard to come by; they have the best variety for the best price for the most skin types on the market. Ounce for ounce they are about as cost effective as even the Ordinary's salicylic acid product, and have much more complex formulas. Hydration sounds like it's an issue for you, so a starting product that you can layer underneath moisturizer and sunscreen would be the Timeless 1% hyaluronic acid solution. It's a 2 oz bottle for only 10 bucks, and available on Amazon. It's literally water and HA. It's incredibly basic but that's where it shines, because it's comprised entirely of skin identical ingredients that have no capacity to clog pores or irritate your skin. It's my home base form of hydration if my skin is irritated for some reason even though my cabinet has much more expensive products.
Touching back on moisturizer and sunscreen, these should be considered necessities, especially sunscreen. Sun damage makes all skin issues worse, including acne.
A good baseline moisturizer is the CeraVe PM face lotion; applying it right after HA at night should be fine if you're merely dehydrated. True dry skin needs more than that, which you will discover soon enough.
For spf I would again look at CeraVe; their SPF 30 day lotion is great for the price.
